COD-AB development, reviews, and maintenance

The development and maintenance of COD-AB datasets is coordinated by OCHA in the interests of the country or regional Information Management Working Group (IMWG) which represents COD stakeholders.

The information in this section is also broadly applicable to Edge-matched administrative boundary dataset (COD-EM) information in that they are derived from and updated along with their associated COD-AB.

COD-AB development

OCHA COD focal points - staff of the country or regional OCHA information management unit - are responsible for gathering consensus about COD-AB source data, P-coding, and other aspects of development. COD focal points may seek assistance from the FIS COD focal point.

 

12 month COD-AB review process

All COD-AB datasets should be subjected to a 12-month COD-AB review process. After a COD-AB dataset is reviewed it should be reviewed again before a further 12 months have passed.

OCHA COD focal points should determine which the following applies for each COD-AB dataset:

  1. The country administrative structure has changed such that the COD-AB should be updated. 

  2. The COD-AB has errors that should be corrected. 

  3. New data has been discovered that could improve the COD-AB (such as more accurate boundaries or a deeper administrative level). 

  4. The COD-AB requires no changes. 

The first two categories can be applied regardless of the availability of data required for an update. For instance, it may be determined that the administrative structure has changed (perhaps some administrative features have been subdivided) even if the maps that are required for the update are not yet available.

The 12-month COD-AB review process is also independent of the process of performing necessary updates. For instance, it may be determined that the existing COD-AB has errors that should be corrected. This is sufficient for compliance to the 12-month COD-AB process even if the necessary updates cannot be performed within the 12-month period.
