Endorse COD AB

Overview

The endorsement phase has two steps: validation and endorsement (in country and at global level).

The validation phase is a technical review on the Candidate COD and is done to ensure that the corrections made in the processing phase have created the best available COD-AB and ensure that the COD-AB can link to COD-PS. This final validation should noting the quality of the dataset so it can be shared with partners (along with the Gold Star evaluation). If ITOS is used to process the data a check of the changes made should be done so that it is verified prior to sharing with partners. A final quality check still needs to be done to make sure the COD-AB candidate can to link to the COD-PS and to check metadata.

The endorsement phase of CODs is the defining moment of the COD cycle as it is at this stage that operational partners agree that the candidate COD is going to be the referential dataset for humanitarian preparedness and response activities. There are three endorsements that are required:

 Who What they endorse
 IM Network in country (or region) The dataset and the evaluation and provide 
 HCT or RC The brief from the IM network representative
 FIS Done at the communication stage. The dataset and metadata on HDX (marked as private) 

Once the endorsements are made in country/region a message should be sent to ITOS and FIS to say that the COD has been endorsed and the next phase of the COD cycle can begin.

If CODs were not formally endorsed prior to an emergency then a quick review of datasets used in country should take place and identification of the referential datasets in best available quality should be identified as the Endorsed CODs with details of any issues included in the metadata.

1. Validate the candidateEvaluate the Candidate COD using the  Gold Star Quality Check (in french)
  • If ITOS COD services are used to process the COD candidate use the link provided by ITOS to review the dataset to make sure the corrections are acceptable prior to sharing with the IM network
2. Update metadata

Update of COD metadata to include the details about the processing

  • Include details about issues that could not be corrected.

   3.Gain endorsement from  IM network

Gain agreement from partners to endorse the candidate COD-AB as the Endorsed COD- AB
  • Endorsement is more easily acquired if the process was transparent and the data source and partners were involved throughout the COD cycle process.
  • Share the evaluation checklist from the validation phase with IM Network prior to the meeting
  • Review the notes from the processing stage in case anyone has specific/detailed questions about changes made
  • Have a projector ready in case you need to show: the validation checklist,or the dataset in ArcGIS  (a simple power point that captures major changes is easier to use).
  • Take a screen capture of the lowest admin level's items and first few rows so partners can see the standardization that has taken place
 4.Share data with data sourceMeet with Data Source/Sponsor separately to gain endorsement prior to meeting with partners as a group
  •  Share the dataset back to the source so they can benefit from the improvements done on the dataset
 5. Gain endorsement 
from HCT/HC/RC
Share a brief statement about the endorsement of the Endorsed COD- AB so the HCT/HC/RC can endorse the dataset
 6. Send message to ITOS and FIS Send FIS and ITOS an email to say the candidate COD has been endorsed. This will trigger creation of multiple formats and you can start the communication phase.
