Partnership and Governance

Partners, Roles and Responsibilities
CODs may require the participation of many partners at the country, regional and global levels. Partners will vary from country to country and at the regional and global level.  The roles and responsibilities of OCHA IMOs vary as well depending on if they are working in a country office, regional office or at the global level.  The IM Network should be seen as a primary component in the COD cycle and members are both clients (consuming CODs) and your partners (developing CODs). In order to support the management of Core and Other country-specific CODs agreed upon by the Humanitarian Country Team, the global governance model below will be applied to support the predictability of preparedness actions.

  1. The list of countries for which CODs will be actively maintained by OCHA (see

    OCHA Focus Core COD Countries)
  2. The list of Country-specific Other CODs will be managed in a given country is developed by the IM Network in close consultation with the concerned governmental agencies and the Inter-Cluster Coordination Group or equivalent body and endorsed by the Humanitarian Country Team.



Governance Model
Governance of the CODs takes place in country/Region. The model includes 3 levels: Data source, Contributor, and Guardian. For more information see the COD Governance Model
